Issues relating to foster care and adoption are on the agenda in Washington.

On October 22, the U.S. House of Representatives passed the Promoting Adoption
and Legal Guardianship for Children in Foster Care Act. This measure extends and
updates the 1997 Adoption Incentives bill, and aims to create more opportunities
for youth in the child welfare system to find permanent homes. The bill would focus
more resources on increasing adoptions of older youth, extend the Family
Connection Grants program (which helps foster youth retain ties with family
members), and require states to provide increased post-adoption services to
families and youth. It also provides financial incentives to states to facilitate
adoptions of older youth, and place youth in care with legal guardians.

The Congressional Caucus on Foster Youth has been active in promoting this
measure, which has been referred to the Senate Finance Committee for
consideration.
